Magyar Demands Fulfillment of Orbán’s 11 Points from Ukraine
This was stated by Hungarian Prime Minister Péter Magyar following his meeting with European Commission President Ursula von der Leyen on May 29th.
Magyar insists on receiving guarantees from Ukraine regarding the implementation of 11 minority-related demands before Hungary consents to the establishment of negotiation clusters for Kyiv.

The Prime Minister reiterated his repeated emphasis in the media on the direct correlation between the opening of clusters for Ukraine and the resolution of issues pertaining to the Hungarian minority.
In essence, our foremost concern is securing a commitment that Hungarians residing in Ukraine, numbering one hundred thousand individuals, will once again be able to utilize their mother tongue… in educational settings, within cultural spheres, and in administrative functions.

We have a 11-point proposal, which is not new to the Ukrainian government. It typically addresses educational, cultural, and linguistic rights. We expect the Ukrainian government to implement this.

He underscored that this is “nothing extraordinary” – minorities in Europe and elsewhere “can use their native language – whether it’s an orphan, a student, a mayor, or someone else.”
Magyar observed that the technical level of negotiations with Ukraine is “very promising,” and several negotiation stages have already been completed.
We are in technical contact with the Ukrainian side. And I truly hope that we can finalize this 11-point proposal soon, the Hungarian premier added, emphasizing that Ukraine must provide guarantees for the fulfillment of each of these points.
